Wielka rywalizacja o AI. Chiny inwestują miliardy i omijają sankcje, by uniezależnić się od USA

Rywalizacja o dominację w dziedzinie sztucznej inteligencji między Chinami a Stanami Zjednoczonymi wchodzi w nową fazę. Chiny nie tylko nie zatrzymują się w tym wyścigu mimo technologicznych ograniczeń, a wręcz można odnieść wrażenie (potwierdzone danymi), że się rozpędzają.

W odpowiedzi na amerykańskie restrykcje, chińskie metropolie uruchamiają ogromne programy dotacyjne, a firmy technologiczne znalazły sposoby na obchodzenie sankcji, by uniezależnić się od technologii z USA.

Przykładem tych działań jest Szanghaj, który ogłosił ambitny program dotacji dla swojego przemysłu sztucznej inteligencji o wartości miliarda juanów (ok. 139 milionów dolarów). Pakiet ten przeznacza 600 milionów juanów na dopłaty do mocy obliczeniowej, 300 milionów na zniżki na modele AI firm trzecich oraz 100 milionów na wsparcie w pozyskiwaniu zbiorów danych treningowych. Program oferuje dotacje pokrywające od 10% do nawet 100% wartości kontraktów. Inicjatywa Szanghaju odzwierciedla szerszy trend w Chinach, gdzie miasta takie jak Hangzhou, Shenzhen, Chengdu i Pekin również wprowadzają podobne środki wsparcia, konkurując o miano krajowego lidera AI.

Amerykańska odpowiedź i chińskie postępy

Działania Chin zbiegają się w czasie z ogłoszeniem przez administrację Donalda Trumpa kompleksowego planu działania w zakresie AI. Strategia zakłada utrzymanie ścisłych ograniczeń na kluczowe technologie, jednocześnie przyspieszając deregulację i wsparcie infrastrukturalne dla amerykańskich firm z branży AI. Plan zakłada m.in. uszczelnienie obecnych restrykcji eksportowych oraz zbadanie narzędzi geolokalizacyjnych w celu blokowania dostępu do technologii „krajom budzącym obawy”, takim jak Chiny.

Jednak chińskie firmy znalazły skuteczne metody na ominięcie tych ograniczeń. Jedną z kluczowych strategii jest wykorzystywanie usług chmurowych oferowanych przez amerykańskie firmy, takie jak Amazon (AWS) czy Microsoft (Azure). Zamiast importować objęte sankcjami chipy Nvidii do Chin, chińskie podmioty wynajmują moc obliczeniową na serwerach zlokalizowanych w innych krajach. W ten sposób uzyskują dostęp do najnowocześniejszych procesorów, takich jak Nvidia A100 i H100, które są niezbędne do trenowania zaawansowanych modeli AI. Dostęp ten jest często realizowany przez pośredników lub mniejsze, niepowiązane bezpośrednio firmy, co utrudnia wykrycie procederu.

Ta taktyka pozwala chińskim inżynierom na rozwijanie swoich technologii bez fizycznego posiadania chipów na terenie Chin. Potwierdzają to doniesienia o zespołach, które wynajmują setki serwerów w zagranicznych centrach danych, na przykład w Malezji, aby tam przeprowadzić proces trenowania modelu AI, a następnie gotowe oprogramowanie sprowadzić z powrotem do kraju. Mimo że władze USA starają się zacieśnić przepisy dotyczące dostępu przez chmurę, dynamiczny rozwój infrastruktury w Azji Południowo-Wschodniej i złożone struktury korporacyjne sprawiają, że egzekwowanie sankcji jest niezwykle trudne.

W efekcie, mimo amerykańskich ograniczeń, analitycy z Bernstein przewidują znaczny wzrost chińskiego przemysłu AI. Prognozują oni, że do 2027 roku krajowe chipy zdobędą 55% chińskiego rynku akceleratorów AI, co stanowi ogromny wzrost z zaledwie 17% w 2023 roku. Restrykcje eksportowe stworzyły bowiem wyjątkową okazję dla lokalnych dostawców. Przykładem postępu jest chip Ascend 910C firmy Huawei, który osiąga już około 65% wydajności topowego układu H100 firmy Nvidia, choć jego moc obliczeniową ogranicza brak kompatybilności z platformą programistyczną CUDA.

Gra bez wyraźnego zwycięzcy

Eksperci podkreślają, że rywalizacja technologiczna będzie definiować krajobraz AI przez wiele lat. Bo Zhengyuan z niezależnej platformy badawczej Plenum, stwierdził, że „ani amerykańskie naciski, ani chińskie dotacje nie gwarantują zwycięzców w tym wyścigu technologicznym”.

Jego zdaniem, ostateczny wynik tej rywalizacji będzie zależał od tego, które podejście — amerykańskie restrykcje technologiczne czy chińskie inwestycje w samowystarczalność — okaże się skuteczniejsze w napędzaniu innowacji. Ostatnie ogłoszenie przez Chiny nowego modelu AI (GLM-4.5) deklasującego głośnego swego czasu DeepSeeka pokazuje, że Państwo Środka się nie zatrzymuje, mimo działań amerykańskiej administracji.

Abschiebung nach Afghanistan aus der Psychiatrie

‚Unter den insgesamt 81 Personen an Bord des Qatar Airways Fliegers waren mindestens drei Personen, die zuvor aus psychiatrischen Kliniken in Bayern geholt wurden. Das hat das Bayerische Landesamt für Asyl und Rückführungen (LfAR) MDR und BR bereits in der Woche nach den Abschiebungen bestätigt.

Ob noch weitere Personen abgeschoben wurden, die ebenfalls zuvor in psychiatrischen Kliniken untergebracht waren, lässt sich derzeit nicht sagen. Einige Länder wie Berlin oder Niedersachsen wollten entsprechende Anfragen von MDR und BR dazu zunächst nicht beantworten oder verwiesen mittlerweile an das Bundesministerium des Innern (BMI). Auf erneute Anfrage verweist das BMI wiederum an die Länder….‘

Whole thing needs refactoring.

I have Indonesian friends. I respect them. When Malaysia is attacked militarily one day, I believe Indonesia will also help Malaysia unconditionally. Philippines? I don't think so. However, this is just what I believe, not yet tested in real combat. The Malaysian army is also made up of Sabahan and Sarawakian people, so many; I witnessed this when I was a child. These are unsung heroes, and their Royal Ranger Regiment has roots that are older than the mainstream regiment, only labeled as "second seniority" compared to the other one. Therefore, it is clearly offensive and unhealthy to label the Indonesians "Konoha," making fun of them. PASKAL of Malaysia has been trained by one of them, an Indonesian special forces unit. Malaysians need to refer back to guideline number 1 (believing that we always have the option to be kind and respectful, as taught by holy books), and the same goes for guideline number 5. We're being tested on this, and history has taught us to be strong and never blindly trust foreign powers.

I didn't know if @cwebber designed #ActivityPub to support client-side proof-of-work anti-spam protocols since I don't think they existed back then, but I do hope #Fediverse clients become Anubis-compatible. Even if #Anubis breaks my mobile app clients, though, I will still use the web browser fall-back. It's too good a solution to AI scrapers spamming my own servers to ignore.

"President Luiz Inácio Lula da Silva of Brazil is outraged.

President Trump is trying to push around his nation of 200 million, dangling 50 percent tariffs as a threat, Mr. Lula said in an interview. And yet, he added, the U.S. president is ignoring his government’s offers to talk.

“Be sure that we are treating this with the utmost seriousness. But seriousness does not require subservience,” the Brazilian president said. “I treat everyone with great respect. But I want to be treated with respect.”

Mr. Lula granted his first interview to The New York Times in 13 years on Tuesday, in part because he wanted to speak to the American people about his frustration with Mr. Trump.

Mr. Trump has said that, starting on Friday, he plans to impose 50 percent tariffs on Brazilian goods, in large part because Brazilian authorities have charged former President Jair Bolsonaro with trying to hold on to power after losing the 2022 election.

Mr. Trump has called the case a “witch hunt” and wants it dropped. Mr. Lula said that was not up for negotiation. “Maybe he doesn’t know that here in Brazil, the judiciary is independent,” he said.

In the interview, Mr. Lula said that the American president is infringing on Brazil’s sovereignty."
